West Chester PA Housing Market: Borough vs Township Guide

Most buyers open a portal, see a West Chester median in the mid-$500s or high-$700s depending on the source, and start making decisions off that single number. That number is fiction. There is no single West Chester market. There is a borough of about 1.8 square miles with rowhouses and twins, a ring of townships with detached suburban homes, and a stretch of Willistown at the southern edge with two-acre estate parcels. All three answer to the same post office, and two of the three share a school district with the lowest millage rate in Chester County. That last detail is the one that tends to reorder a buyer's shortlist.

The borough line is more real than the ZIP line

West Chester Borough is the walkable historic core. Gay and Market Streets between High and Walnut hold the restaurants, the courthouse, West Chester University, and the Uptown! Knauer Performing Arts Center. Everything outside the borough boundary is a township with a separate municipal tax, its own zoning, and often larger lots. Both share the "West Chester, PA" mailing address, and both fall inside ZIP codes 19380 and 19382.

The 19382 ZIP alone is a good example of how misleading the label can be. One 19382 townhome in Willistown Woods sold for $387,500 on a 1,026-square-foot lot, while another home in Willistown Township sold for $850,000. Same ZIP, same three-word address, entirely different products aimed at entirely different buyers.

Three markets wearing the same name

Sorting by product type instead of ZIP or median cleans up the picture:

  • The borough itself. Row houses, twins, and small detached homes on narrow lots inside walking distance of Gay Street. West Chester is more expensive here. Average home prices in West Chester Borough crossed $700,000 in 2025 and have continued to rise into 2026.
  • The WCASD townships. West Goshen, East Goshen, Westtown, and West Whiteland hold detached suburban homes with driveways and yards, still inside the West Chester Area School District. New construction sits here too. Judd Builders' Reserve at Glen Loch is a 108-home carriage and townhome community pitched at buyers who want the school district without the borough price.
  • The estate edge. Hellings Builders' Sussex of West Chester sits on 2+ acre homesites about five miles from the borough. Same address, entirely different product.

The Zillow Home Value Index for West Chester as of June 2026 sat at $586,122, up 5.3% year over year. Movoto pegged the July 2026 median list at $795,000 with 27 median days on market. Both are correct. They are simply averaging different mixes.

The millage twist that reorders the shortlist

Here is the mechanic buyers routinely miss until closing. Your Chester County tax bill is three separate line items: a county rate, a municipal rate, and a school district rate. The county piece is the same everywhere at 5.164 mills for 2026. The school piece is where the math swings.

West Chester Area School District has the lowest school tax millage in Chester County, at 23.38 mills for 2025-26. Downingtown Area is meaningfully higher, at 32.64 mills. On a $550,000 home, that's a school-tax difference of roughly $5,000 per year, which works out to about $416 per month.

That is the thesis of this post. The West Chester premium on the sticker price is partly a rebate on the tax bill. A borough or WCASD-township home priced $50,000 above a comparable DASD home can carry the same or lower monthly cost once the school tax lands in escrow. Buyers who shop on list price alone get this backwards. The counterintuitive corollary matters too: some of the county's most desirable, highest priced areas sit in school districts with relatively low millage, while some of the most affordable purchase prices sit in districts with the highest millage. The West Chester Area School District has both premium home values and one of the lowest millage rates in the county. It is a reminder that a low tax rate and a low purchase price do not go together in Chester County.

What roughly $795K actually buys this summer

Working through the three markets at the same list price:

Inside the borough at that number, expect a rehabbed twin or small detached within walking distance of Gay Street, likely three or four bedrooms, one or two off-street parking spots, a small yard or none. You are buying access to a downtown that has over 90% of the downtown area on the national registry of historic places, the university, and a year-round events calendar that includes Restaurant Week, the Chili Cookoff, and the Christmas Parade.

In a WCASD township at $795K, that same number buys a larger detached home, often four bedrooms, a two-car garage, a quarter to half acre. New construction in the Greystone community or the Reserve at Glen Loch trades borough walkability for a floor plan built after 2020.

At the southern edge in Willistown, the same number stretches toward an older detached home on more land, or approaches entry pricing for the estate developments where lot sizes push past two acres.

The distinction is not "which is better." It is that shopping across all three with a single filter produces a confused shortlist.

Transaction friction most buyers meet at contract, not on the tour

The 2026 conforming loan limit for single-family homes in Chester County, PA is $806,500. That number sits about $12,000 above the July 2026 median list price. Practical effect: most borough purchases still qualify as conventional, but bidding above list on a mid-$700s home routinely pushes the loan into jumbo territory, where rate sheets and underwriting requirements shift. Buyers who lock rates on a conventional assumption and then win at $815,000 discover the change late.

A second friction: the tax escrow. Lenders escrow based on the current assessed value's tax bill. A borough rowhouse that has not been reassessed in a decade can produce a first-year escrow shortfall the year after purchase, especially if the sale price triggers an appeal by the taxing authority. This is worth asking your lender to model up front rather than at the November escrow analysis.

A third: the speed of the borough itself. In West Chester Borough, well priced homes frequently go under contract within 10 to 20 days. Zillow's data has borough homes going pending in roughly five days. Buyers coming from slower markets underestimate how compressed the offer window is, and they lose homes waiting for a second tour.

The comparison that matters more than borough vs township

Once you understand the millage math, the sharper comparison is not borough versus township. It is WCASD versus DASD for the same buyer profile. The Downingtown Area School District attracts families for its academic reputation, and the 2024 average sale price in the Downingtown Area School District footprint was approximately $603,000, with monthly sales volume considerably higher than West Chester. Lower entry price, higher millage. WCASD carries the opposite tradeoff. Neither is automatically the better buy. The buy depends on how long you plan to hold, what your escrow can absorb, and whether the borough lifestyle is a use-it-weekly amenity or a nice-to-have.

A short FAQ

Is the West Chester market slowing? Not meaningfully. Redfin scored the market 87 out of 100 for competitiveness as of early 2026, with well priced homes still going pending in under a week. Days on market has stretched slightly at higher price points, which is the normal shape of a market moving from frenzy to merely competitive.

Does the West Chester Area School District cover all of "West Chester"? No. WCASD covers the borough and several surrounding townships, but 19382 also includes portions of Willistown that fall in different districts. Verify the district for a specific address before you assume the tax math above applies.

Is new construction available inside the borough? Rarely at scale. The borough is largely built out and much of the downtown is on the national historic register. New construction with modern layouts is almost always in the townships, at communities like the Reserve at Glen Loch, Greystone, or Sussex of West Chester.

How close is a typical purchase to the conforming loan limit? Very close. With a 2026 Chester County limit of $806,500 and a borough median list near $795,000, any buyer stretching or bidding up should have a jumbo conversation with their lender before submitting an offer, not after.
